Senior Director, Human Resources
Reporting to the Vice President, Administration, the Senior Director of Human Resources manages the School Construction Authority (SCA) Division of Human Resources and is responsible for all human capital, talent management, and related operations of the SCA. This includes, but is not limited to, the establishment, implementation and administration of recruitment/employment, classification, compensation, employee benefits, EEO, payroll, timekeeping, civil service,performance management, training programs, and related communications for all SCA employees
Duties and Responsibilities:
1. Develops and implements human resource management policies and programs that ensure recruitment, selection, development and retention of competent and motivated employees.
2. Manages the Division of Human Resources a customer service focused organization that underpins all human resources functions and programs and provides advice/guidance to SCA personnel on human resource matters including employment, health insurance, pension, training opportunities, and other employee benefits.
3. Manages integrated systems of compensation and benefits, training and development, employee relations, human resources information systems, and employee assistance.
4. Provides guidance to the SCA leadership in the implementation of policies and programs and partners with SCA leaders to ensure the strategic ongoing recruitment, employment, development and evaluation of qualified staff.
5. Directs the coordination of employee benefit programs to ensure that all employees are receiving maximum value within the guidelines of existing benefits plans.
6. Directs the development and administration of civil service tests and maintenance of lists for the SCA and oversees the development and maintenance of the job classification system.
7. With the Executive Office, manages headcount allocations, planned staff/divisional reorganizations and action plans related thereto; develops policies related to staffing issues.
8. Directs the development and maintenance of appropriate human resources information and record keeping systems for the management of personnel records, and the maintenance of employee statistics, _e.g_. headcount, turnover; ensures EEO compliance, and compliance with timekeeping requirements.
9. Advises leadership on performance management and evaluation, including strategic promotional opportunities and oversees employee discipline process for the SCA; oversees the implementation of such policies.
10. Develops and directs SCA human resources and labor relations training program.
11. Develops and coordinates human resources-related communication activities.
12. Participates in the development and review of requests for proposals for vendor services; identifies selection criteria for vendor selection committees, and monitors awarded vendor contracts.
13. Coordinates with the Legal Department, as appropriate, with respect to such matters as labor/union negotiations, union grievances and arbitrations, administrative proceedings in NYC Office of Administrative Trials and Hearings, and charges filed with the EEOC, New York State Division of Human Rights, and the New York City Human Rights Commission.
14. Serves as SCA Salary Administrator.
15. Serves as the SCA's EEOOfficer.
16. Performs related tasks.
Minimum Qualifications:
* Baccalaureate degree from an accredited college or university; and
* Ten years of full time, diverse experience in two of the following areas: classification and compensation, recruitment and employment, employee/labor relations, training and development, employee benefits, research and personnel administration; five years must have been in an administrative or managerial capacity; or
* A satisfactory combination of education and experience.
